This block is the point of creation of the blockchain and is the only block actually issued by a centralized authority. In constant time O(1), we can search for the block within the chain by the hash. So, by requiring a 0 CSV, you do force replaceability even though there is no wait time, because a wait time of 0 means that it can be included in the same block. That means that the Bitcoin protocol can be used to write and execute smart contracts, which enable more efficient (and cost-effective) ways of conducting business.
